In January 2004, the Montego Bay Marine Park Trust embarked on an ambitious programme to stem the degradation of fisheries resources within the Montego Bay Marine Park. To achieve its goal, EarthWise Management Consulting was contracted to develop an integrated strategy with three over-lapping thematic areas: Environmental Education, Institutional Strengthening of key resource users, and the development of a Participatory Natural Resource Management strategy.

While the project has successfully generated support from both the public and private sectors, its most notable accomplishment was the development of a permitting programme that promises to guide the future of collaborative fisheries management in Jamaica. Further, it has established a critical foothold within the fishing community that will serve as the basis for future interventions - including the development of alternative fisher livelihoods, and gradual elimination of fishing within designated protected areas.
